The most dangerous outcome - the "SYNDICATE" & "ECOSYSTEM" has become so defiant now that they literally hijacked the LOKASABHA and Assemblies! No MLA and MP candidate from any party, across INDIA can win the election without Local Body Members, be a part of ruling group or opposition group or even a candidate who lost the last Local Body Election. The General Elections and Assembly elections is a season for them to make money, to blackmail the candidates and get the whatever work done, he wanted.
An Open Challenge To All Indians
Here is my open challenge to every Indian. Turn on any television news channel—regional or national—at any hour of the day. Within five minutes, you will encounter a report of tragedy, corruption, or civic failure, morcha, dharna, bandh, murders, rapes, building collapse, building fire, gas shortage, water shortage, road blockage, drainage line leakage, government hospital out rage either by people mostly for poor services or by doctors for bad treatment by local leaders, fight between two castes, communities, ......the list is unending, the list is classic and sometime keeps evolving continuously with time and technology, and keeps changing .......thus impossible to write and will be exhaustive to put here. In the vast majority of those reports, the incident traces back, either openly or through a trail of deliberate obscurity, to the malfunctioning of a local body. A thorough interrogation will invariably expose the same structural element: the elected local body member, operating within the cover of a 'legal syndicate'—a network that the Government of India itself created, constitutionalized, and continues to mandate, all under the banner of 'empowerment' and 'grassroots democracy.'Just look at the recent incidents. Few I can mention. Students death at a coaching center in Lucknow, on 22 June, 2026. 15 students charred to death, got burnt alive! Few days later, on July 2, 2026 in Mumbai , at Sakinaka, a 60 year old man got drowned into a manhole or the latest one in South Delhi, on 6th September, 2026 where a building collapsed. See, watch, read, listen the blame game of those who are related, connected and the false and planned criticism of the opposition parties and at the same time irrelevant, prejudiced, over smart, show off conclusions of so called social care takers, sincere citizens, NGOs. Or sheer negligence of many like us, as it has nothing do with us (till it happens to us) who don't know the real root cause.If you watched it before and listened to the blame game of different departments and the people pointing each other for the responsibility, you can co-relate what I am trying to say. I guess, you got it right what I mean!
Note this carefully that the incidents I mentioned are only among those which have surfaced to news, which has happened in mega-cities like Delhi, Mumbai and in metro-city like Luknow. Imagine what has been happened since many years! and what is happening right now across the villages and towns across this vast country of more than 140 crore people!
For those who didn't watch these news and not aware at all. Wait! don't search on YOUTUBE or google. By the end of the day or in afternoon a new fresh breaking news will soon appear. It's always there! only the matter of turning ON the TV news channel! It has been happening here and there pan INDIA right now! Terrible if you can imagine and sense the gravity! Horrible, sinister, monstrous,....no words......
If you doubt something, know the history!
Very few people know that, the roots of Local Body election is colonial! British started forming these so called "Local Bodies" just to get rid of the burden to provide the civil services and engage the local people, give away an illusion of self governance and take a back seat, relax and keep sending the loot to London. This book documents a system built, from its very first colonial blueprint under Lord Mayo in 1870 and Lord Ripon in 1882, to extract from villages, not empower them — a blueprint independent India adopted almost unchanged, and then re-branded as democracy's crowning achievement. In 1992, Parliament passed the 73rd and 74th Constitutional Amendments and called it "empowerment." They told us that they are finally handing power to the village, the ward, the ordinary citizen.

A sincere request to all MPs and MLAs of INDIA
With due respect to all you representatives of people of INDIA, to all MPs & MLAs, take one simple task - go to your constituency and ask any common man a simple question. "Am I a government?" or "Am I a part of the government?" or "Am I only supporting the government in LOKSABHA or Legislative Assembly ?"I am sure, you will get exactly the wrong answer- The common man will say "YES, indeed you are the government." or the answer will be, "of course, you are part of the government!".This is the bitter and pitiful truth of Indian Democracy! This is what they understand about the DEMOCRACY! Still today, many even educated ones understand that a MP or a MLA is a part of government! The public at large feels that MPs and MLA are part of the government.The point is that very few people are aware about your actual role! You are true mass leaders, a true representatives, you know peoples, societies, problems, you mingle with peoples, you meet the government officers, departments, you understand the real CRUX you study hard the reports, work on committees, then all of you come together on this in a SESSION (some times called especially for any ONE problem) , discuss, debate, argue, go in depth, present LAWS and regulations in LOKSABHA or Assembly. It takes huge efforts to amend, to pass the LAW. Even after becoming a LAW, it takes years to see its real outcome.The people in your constituency are completely unaware about your actual ROLE.
They ain't know that the voting is for system correction, tuning, refinement , if needed re-structuring. You make LAWS which takes years to get the outcome, it takes sometimes a generation to see the output. Your are in visionary ROLE for the state, for the nation, for the society at large.
You are not there at all to answer why the Onion rate has spiked and why there is drainage line leakage in some lane in your constituency or why the state Transport bus station doesn't have a proper latrine or a bus stop.It's at all not your JOB! This is the DUTY of relevant departments, bureaucracy. But, people blame you! You try hard to fix the problem, to convince the peoples from your consistency.But, it’s all directly related to just public services which are almost carried through the Local Body system.The Local Body Members behave irresponsibly and you become SCAPGOAT! The Local Body ecosystem and the SYNDICATE is wallowing happily in the tremendous funds released by state and central governments. The OUTPUT is ZERO and people assume YOU are responsible, because at large the people of INDIA understand YOU (MPs and MLAs) ARE THE GOVERNMENT!YOU KNEW IT BUT YOU CAN’T SPEAK IT OPENLY. YOU ONLY DISCUSS THIS PRIVATELY.

Now, just forget national and state politics for a moment and think about your city, town, ward, area, village, and the public facilities around you.
Think of the local area member, your friends and social contacts who may be full-time or part-time party workers, NGO workers, or local body committee presidents — water, health, education, and others — whom you know personally, have met for some small or important task, or have at least heard about. You may also have seen their photographs frequently in local newspapers, tabloids, banners, and posters for road inaugurations, new government buildings, birthday wishes, social functions, festival greetings, and countless other reasons throughout the year.

Fake Democracy? What's this? After reading the title you must have felt it like this right away!, isn't it? You might thought for a while; Then why only Panchayati Raj Institutions? ( i.e. Local Bodies such as Mahanagarpalika, Nagarpalika, Nagarparishad, Zilla parishad, Grampanchayat? )Someone even may say, What nonsense? We are world's biggest democracy! What's the reason to criticize?As such many questions might have arose in your mind, the moment you read the title of this book.With this exact impression, I was confused for many many years because, something, I have been noticing and feeling intuitively for more than 30 years since my 11th class, always tempted me to ask questions to myself, to others and many times I was close to some co-relation, some connections, some conclusion but never in a constructive way or never in a confident way. The great aura of democracy was always there.Simple questions started coming in my mind on the background of what the few topics of CIVICS taught and got mugged up in school days. With age, time, experiences, they get evolved, increased, restructured and keep accumulated which I carried since long, deep-muted in mind.
Thanks to the modern AI Technologies, a common man got devastating data from the government institutes completely unknown to me, and may be to many of us. The data otherwise wouldn't have been surfaced or if chased might have taken many many years as a full time effort which a common man might not ever dared to think. The intuitive feelings might have remained merely in the mind unspoken and would have vanished with time, with me.
All that chaos, confusion, ended with this book answering many of those questions in the form of this book.
